If a laptop's power supply was 180 watts, would it trip the unit's safety mechanisms or simply charge the laptops battery at a greatly decreased rate?

You could use it as normal.
Supports 110V AC output for your small home appliances ( laptops, fans and televisions etc); 5V USB output for your personal USB-powered devices ( iPad, iPhone, smartphone, MP3, digital cameras, etc. ); 12V DC output for your medium 12V powered devices ( car fridge, fan, radio, etc. ).
